Payne joined the US Air Force at the age of 17, and he was assigned to the Minot Air Force Base in Minot, North Dakota, where he worked as a security policeman. While in the military, Payne attended Central Texas College and Minot State University. Charles started working with Fox Business as a contributor in the year 2007 and then, in 2014, he began hosting ‘Making Money with Charles Payne’.
Moving forward to June 2019, Payne stated that when President Obama was elected, the market crashed. He pointed out that during Trump’s presidency, the market went up by 9%, while during Obama’s tenure, it went down by 14.8%, and under President Bush, it decreased by almost 4%. Payne implied that there’s a direct reaction on Wall Street. Then, in July 2017, Fox Business suspended Payne pending an investigation. This action came after Scottie Nell Hughes, a former network guest, accused him of rape. Payne denied the allegation but admitted to having a three-year “romantic relationship” with Hughes before she made the accusation. Hughes asserted that she believed maintaining the relationship would enhance her chances of securing a permanent position at the network, as she kept an apartment near Fox’s Manhattan headquarters during their affair. However, after she ended the relationship in 2015 and reported Payne to Fox, her appearances on the network significantly decreased. Payne’s suspension was lifted on September 8, 2017.

Payne started his career on Wall Street as an analyst at E. F. Hutton back in 1985. Currently, he serves as the chief executive officer and principal financial analyst of Wall Street Strategies, a stock market research firm he established in 1991. In 1999, Payne settled with the SEC following a complaint. The complaint accused Wall Street Strategies of recommending its clients purchase certain stocks on multiple occasions through recorded messages on its telephonic stock recommendation service. It also alleged that Payne failed to disclose receiving payments from these stocks’ issuers to promote them.
Although Payne neither admitted nor denied the alleged violations, he agreed to a permanent injunction against violating Section 17(b) of the Securities Act of 1933. Moreover, he consented to pay a civil penalty of $25,000. Moving to 2007, Charles published his debut book titled Be Smart, Act Fast, Get Rich: Your Game Plan for Getting It Right in the Stock Market. He has also appeared on C-SPAN multiple times.
