Skinner graduated with an associate’s degree in communications from Sacramento City College in 1979. She was able to continue on to Spelman College, a historically black liberal arts college in Atlanta, after winning the Harry S. Truman Scholarship for the State of California. There, she obtained a bachelor’s degree in political science. Harvard University awarded her an MA and a PhD in political science and international relations, respectively. She has also taught at Hamilton College and the University of California at Los Angeles. Throughout her career, Skinner has contributed to numerous federal government advisory boards, concentrating on foreign and defense policy. She has served as a foreign policy advisor or representative for the presidential campaigns of Donald Trump, George W. Bush, Rand Paul, Newt Gingrich, and Mitt Romney,. Additionally, she was a member of the executive committee of the Trump Transition Team in 2016.
